fix(tags): extract the user id using the helper

The API to list tag types started to fail when used with API token.
Luckily this use case has low traffic.

Re-use existing `extractUserId` helper to extract the user id - Use the
`SYSTEM_USER` id (`-1337`) if it's not present.
