api: remove deprecated DataVolumeTTLSeconds field

The DataVolume garbage collection feature was deprecated and its logic
fully removed in #3552, leaving DataVolumeTTLSeconds in CDIConfigSpec as
a no-op tombstoned "Removed in v1.62". Remove the field and regenerate
the dependent API artifacts (deepcopy, swagger, openapi, CRDs).

This is a breaking API change: the field is dropped from the CDIConfig
CRD schema and will be pruned from any existing CDIConfig that still
sets it.
