test(ini): pin the var-ref depth limit, document the helpers and stop the testdata churn

Follow up of #110:

- the maxVarRefDepth const carries its own doc comment again, and
  parseVarReference/parseVarRefDepth are documented; a section reference is
  "%(section.key)s" (SectionSep), the old comment said "%(section:key)s"
- add TestParseVar_depthLimit: a 30 level chain stops at the depth limit and keeps
  the unresolved placeholder, a short chain is resolved fully
- TestIni_WriteTo exports to a temp file now, so the tracked testdata/export.ini is
  no longer rewritten(the "exported at" timestamp) by every test run
