* Write the OpenAPI specs into the installed package, not the working directory

Since the Docker image installs FlexMeasures non-editable (#2512), /app holds no source tree,
so generating the specs from there wrote them to a path the UI never serves.
Resolve the output path from the UI blueprint's static folder instead.
