* fix(core): honor Deck debug option during device initialization

* test(core): release GPU debug contexts after tests

* test(core): cover attached GPU debug settings safely

* fix(core): use one debug precedence for created and attached devices

Both device paths now apply deviceProps first and then set debug to
deviceProps.debug ?? debug, so an explicit deviceProps.debug: undefined no
longer clears Deck's debug option. Adds that case to the created and
attached GPU debug tests.
