docs: describe agent color as painted by Paint/SGR, not lipgloss

the AgentSpec godoc and the agent color rule in .claude/rules/prompts.md said the resolved color is handed to lipgloss, which downsamples a hex value on terminals that cannot show it. No renderer does that. Paint and SGR build the escape sequence themselves and always emit a hex color as 24-bit SGR. Removes the backlog item for it.
