Drop .python-version and let uv follow requires-python

.python-version pinned 3.11.17, a leftover from 2020 when the file named a
pyenv virtualenv (3.8.1/envs/libthumbor). uv rejected every other 3.11
patch: with only 3.11.15 installed and downloads disabled, uv sync failed
with "No interpreter found for Python 3.11.17", and the pin needed a bump on
every CPython patch release. Without it uv picks an interpreter that
satisfies requires-python (>=3.11) and downloads the newest one when none is
installed, as in thumbor and remotecv, which carry no pin either.

CI is unaffected. The python-version input of setup-uv sets UV_PYTHON,
which overrides .python-version, so every job already runs the interpreter
its matrix or DEFAULT_PYTHON_VERSION names. The Django 6 recipe in
CONTRIBUTING drops UV_PYTHON, which only silenced the warning uv run gave
because the 3.12 environment did not match the 3.11 pin. Locally uv now
defaults to the newest installed Python instead of the 3.11 floor, which
the CI matrix and the lint jobs still cover.
