Lua hot reload: a reload no longer rewrites the baseline manifest or the build's manifest (#1561)

On a large map the manifest of the started script is about 75 MB of JSON. Each wurst.hotreload request read it from session.json, wrote it back with the session state, and also wrote the reload's own manifest to manifest.json, which belongs to the last map built. The baseline now lives in a file named by its SHA-256, written once when a map is started; session.json only names it, and the language server parses it once per session. A hot reload leaves manifest.json alone.
