feat(ci): pick the Node package manager from the lockfile when nothing names one

`ci`, `publish`, `deps` and `info` resolve the package manager as
--package-manager > .rmanrc "packageManager.node" > the nearest lockfile > npm.
The walk goes from the package's own directory up to the repository root;
npm-shrinkwrap.json counts as npm. `ci` resolves before its wipe deletes the
lockfile.

Two managers' lockfiles in one directory are refused, naming both, rather than
ranked - `ci` would wipe the evidence of a wrong guess. `info` reads that pair
as no answer instead of failing.

package.json#packageManager is not read: this repository's own says yarn@3.4.1
beside a package-lock.json.
