Run the lint and format hooks from the project environment

The isort and black hooks installed their own environments at the revs in
.pre-commit-config.yaml, 8.0.1 and 26.3.1, while uv.lock and therefore CI use
9.0.2 and 26.10.1, so the git hook and CI could disagree about formatting.
Dependabot only watches uv.lock and the workflows, so each bump would widen
the gap. Both hooks now use language: system like flake8 and pylint, and all
four run through uv run --no-sync, so they use the executables of .venv
whether or not it is activated: with only uv on PATH, the git hook resolves
black 26.10.1 and isort 9.0.2 from .venv, and flake8 and pylint no longer
fail with "Executable not found". The revs of all four move to the locked
versions too, since pre-commit still reads each hook's manifest from them.

The hooks now need uv on PATH, which every make target already requires.
--no-sync keeps a commit from syncing .venv or relocking, which a plain uv run
does when pyproject.toml no longer matches uv.lock. The cost is that the hooks
run whatever .venv holds, so after a lock bump they keep the old versions
until the next make target, whose uv run syncs the environment.
