Cache the built native_engine.so (#23726)

Previously, reverting to a previously built state would require
rebuilding the engine, which can take several minutes. 

Now we cache built versions of the engine against the invalidation
hash we already compute, so that reverting to an already built
state is free.

This is particularly useful when switching between release
branches, e.g., while releasing.

Also caches the sandboxer, pants_lock and native_client binaries.
