fix(tile-manager): let the resize handles stand out only by the grid padding (#2501)

- styles: half of a default resize handle stands out of the tile, but
  not more than --grid-padding. Before, it always stood out 5.5px, so
  with a smaller padding the handles of the last column made the grid
  scroll horizontally, and the bottom handles were clipped. The
  CHANGELOG example --grid-padding: 0 caused both
- styles: the handles have a 0 inset and get the offset from a
  negative margin. A padding of more than one value, or a unitless 0,
  makes the margin invalid, so it is 0 and the handles stay inside the
  tile. With the offset in the inset, these values would move the
  handles to their static position
- styles: custom adorners reset the margin in the base styles. Their
  inset rules in the common theme had no effect anymore, so they are
  removed
- spec: the side, corner and bottom handles with the default padding,
  in RTL, and with 0, 0px, 0 1rem and 2px. Custom adorners sit flush
  with the tile edges. Five tests fail without the fix
- docs: CHANGELOG under Added for --grid-padding, and under Changed
  for part rules that move the handles: they must also set margin: 0.
