fix: version overlay images by their data and render a stable estatemap

Overlay images still keyed on the wall-clock lastUpdatedAt, the
estatemap numbered estates in whatever order a replica held its tiles,
and IMAGE_CACHE_MAX_BYTES accepted values like 64MB or 1e6.

- on-sale / listed-for-rent images follow an overlay version: the land
  version plus each listed tile's price, order expiration and rental
  expiration, recomputed only on passes that change those fields. It is
  served as overlayVersion in /v2/tiles/info; images no longer send
  Last-Modified and revalidate by ETag only.
- The estatemap numbers estates by token id, so replicas holding the
  same tiles render byte-identical images.
- IMAGE_CACHE_MAX_BYTES must be a plain non-negative integer.
