fix: revalidate cached map images and bound the image cache keys

A one day s-maxage left overlays and ownership up to a day stale at the
CDN, and the cache keys embedded the uncapped selection without being
counted against the byte budget.

- Unversioned PNGs: public, max-age=60, s-maxage=300,
  stale-while-revalidate=86400; revalidation is a 304 via the ETag.
- Images without on-sale/listed-for-rent follow a land version: a
  fingerprint of tile types, estates and borders, equal across replicas
  and unchanged by price, order or rental passes. It is served as
  landVersion in /v2/tiles/info and is the v for those images.
- Cache entries use a sha256 key, keys count against the budget, and
  selected parcels outside the viewport are dropped before keying.
- Abandoned renders are rejoined, waiters always balance, the budget is
  read with getNumber (0 disables keeping), dissolved estates are
  counted apart and estates are looked up through a per-tiles index.
