fix(opf-julia): filter eDisGo components in ref_add_core! (#817)

ref_add_core! dropped inactive PowerModels components, but copied the
eDisGo components over unfiltered. A switched-off heat storage still got
phs/hse with full bounds and could be dispatched, a status on gen_nd,
gen_slack, heatpumps, electromobility or dsm had no effect, and a
deactivated bus carrying one of them made the bus lookups throw KeyError.

gen_nd, gen_slack, dsm, electromobility, heatpumps and heat_storage are now
filtered like the PowerModels components: dropped when switched off
(gen_status or status, a missing field counts as active) or when their bus
is deactivated.

Heat pump i is paired with heat storage i. A heat storage is dropped
together with its heat pump. A heat pump whose heat storage is switched
off stays and runs without storage: constraint_hp_operation leaves out
phs/phss when the heat storage is not in the model, and the phss term of
objective_min_losses_slacks/_OG now sums over the heat storage ids. With
different numbering, heat pumps and heat storages are therefore decoupled
silently instead of raising KeyError; the missing input check stays in
#807, and defect 8 in FUNCTION_COVERAGE.md says so.

Tests: the four @test_broken for defects 3 and 15 are regular tests now.
The filtering test set in test_base.jl asserts the filtering by status and
by bus, the pairing with the heat pump and a missing status field.
test_slacks.jl expects switched-off slack generators and heat storages to
be dropped. New: constraint_hp_operation without heat storage, and a solve
with a switched-off heat storage for opf_version 1 to 4.

Defects 3 and 15 in FUNCTION_COVERAGE.md are marked as fixed.

Closes #805.
