Add a Julia test suite for the OPF package eDisGo_OPF.jl (#799)

Add a test suite written in Julia for edisgo/opf/eDisGo_OPF.jl and a
GitHub Actions workflow that runs it.

- test/runtests.jl is the entry point (`julia --project=. -e 'using Pkg;
  Pkg.test()'` from eDisGo_OPF.jl). A subset can be selected by command
  line argument or via EDISGO_OPF_TESTS.
- The test layout mirrors src/: src/<dir>/<name>.jl is tested by
  test/<dir>/test_<name>.jl. All 84 functions and types are tested, and
  line coverage of src/ is 100 % (887 of 887 lines).
- Shared helpers live in test/testutils/TestUtils.jl. The test networks
  in test/data/ are generated from eDisGo by generate_fixtures.py.
- .github/workflows/julia-tests.yml runs the suite with Julia 1.12 and
  Ipopt on every push that changes the package, and fails if the line
  coverage of src/ drops below 100 % (test/coverage_report.jl). Tests
  that need Gurobi skip themselves without a licence.

Fix: eDisGo_OPF now logs through the PowerModels logger
(`const _LOGGER = PowerModels._LOGGER`). Before, every Memento.warn/error
call raised UndefVarError, so e.g. input without time_elapsed failed
instead of falling back to one hour per time step. _correct_bus_types!
now calls PowerModels._biggest_generator with the module prefix.

Production defects found while writing the tests are not fixed here.
The tests pin the current behaviour and mark the intended one with
@test_broken. The defects are tracked in #810 (sub-issues #800-#809)
and listed in test/FUNCTION_COVERAGE.md.
