fix(session): set default idle timeout to 15 minutes

We facilitate enabling the feature on the customes instances, by setting
idle timeouts by default to 15 minutes (till now was set to 0). This way
we don't need to set it in every instance. Users can still overwrite it
on config env.

We still enable timeouts by checking the feature flag ON/OFF. 
No behavior change.

This PR
-introduces `DEFAULT_SESSION_IDLE_TIMEOUT_MINUTES`
-reads value on create app time
-adds tests to verify behavior
