fix: bump docs workflow Python to 3.14.9 for ubuntu-26.04 runners (#896)

## What
Bump `python-version` in the docs workflows from 3.14.5 to 3.14.9.

## Why
3.14.5 has no Ubuntu 26.04 build, so `setup-python` fails ([failed
run](https://github.com/opendefensecloud/solution-arsenal/actions/runs/39797162714/job/119887263990)).

## Testing
Checked that 3.14.9 has an Ubuntu 26.04 x64 build in the
`actions/python-versions` manifest.
