* chore(web): bump seroval and seroval-plugins to 1.7.0

1.7 is 20-35% faster on hydration and JSON writes. Two behavior changes
need code here:

- A write ends at its first failing value and never calls onDone, so
  createKeyedSerializer settles the write from onError (cancelling it)
  instead of waiting for a done that won't come.
- ReadableStreamPlugin now decodes to single-consumer streams that throw
  "Stream consumed" on a second .on(). isOpenStream's probe falls back to
  the stream's alive flag when the probe is refused.

Serializer tests that pinned 1.6.7's keep-streaming-after-a-failed-chunk
behavior now expect the write to end at the failure. Harness artifacts
are re-recorded for 1.7's hydration stream constructor.

* size: raise renderToString floor for seroval 1.7 (CI-measured)

CI measured server: renderToString at 22,786 B brotli / 77,473 B minified
(+2,178 B brotli over base), all inside seroval 1.7's crossSerializeStream
path. Server-only; client eager chunks unchanged. Size-Exception in the
PR body, accepted by the maintainer.
