Drop support for Python 3.10 (#127)

Python 3.10 reached end of life on 2026-10-01 (PEP 619) and no longer
receives security fixes. Raise requires-python to >=3.11, drop the 3.10
classifier, remove 3.10 from the unit test and Docker image matrices, and run
the lint and package build jobs on 3.11. The README, AGENTS.md and
.python-version follow the new minimum.

Moving black's target-version to py311 makes black 25 and 26 rewrite the one
multi-item with statement in tests/test_unique_queue.py into the
parenthesized form, while black 23.12.1 accepts both forms. The lint job now
pins black 25.9.0, the same version as the pre-commit hook, so CI no longer
lets the old form through. Black 25.9.0 and 26.10.1 (what .[dev] resolves to
today) both accept the whole tree. The existing -py-3.10 Docker tags stay
published but get no new builds.
