Support installed CSpell dictionary packages (#4)

Allow an explicit nonempty dictionaries list to replace English for validation and suggestions. Load local trie/text resources offline, preserve per-dictionary suggestion weights, and exercise Spanish and combined technical dictionaries through fixture-based CLI integration tests.
