feat(i18n): take the locale from the lang attribute (#2493)

- i18n controller: an element with lang is a locale source. A
  component without locale takes its own lang, else the locale of the
  nearest ancestor with locale or lang, then the global locale. The
  lang of <html> stays with core, which syncs it to the global locale.
  An empty or invalid lang gives the global locale
- one lazy MutationObserver follows lang in each connected document or
  shadow root, also in the shadow root of a component. A new lang moves
  the components below it under it, a removed one links them to the
  next source, and a disconnect takes the pending records first
- a lang source reads the attribute again on each link and updates its
  components at once when the value changed
- the ancestor walk goes to host only from a shadow root, so a
  parentless anchor no longer throws and a detached form with a control
  named host no longer loops
- refresh validates only the own locale, because a source passes on
  valid tags only
- getHostLocale reads lang directly, so plain controls do not bundle
  the controller
- tests: own and ancestor lang, precedence, shadow roots, add, change
  and remove, detached and late hosts, html lang, getHostLocale
- docs: locale JSDoc, spec.md files, changelog
