fix(openpolicyagent): restore PluginStatus() workaround for OPA issue #8009 (#4363)

## Summary

- The `PluginStatus()` workaround originally introduced in #3692 to
address [OPA issue
#8009](https://github.com/open-policy-agent/opa/issues/8009) was
accidentally dropped by the fork merge in commit `2cfceaba`
- Restores the fix: discard the stale `status` map passed to the plugin
status listener and call `manager.PluginStatus()` directly to get fresh
state
- Without this, OPA instances can get stuck reporting unhealthy even
after all plugins are ready

## Test plan

- [ ] `go test ./filters/openpolicyagent/...` passes (all 6 packages)
