feat: ship agent skills with supabase_flutter, supabase, supabase_typegen and supabase_test (#2011)

## What

Ships [package skills](https://dart.dev/ai/package-skills) with the
packages, so a coding agent in a user's project learns the v3 API
instead of reproducing v2 patterns from its training data. Users install
them with `dart run skills@ get`, which reads the `dependencies` and
`dev_dependencies` of their `pubspec.yaml`.
