fix(validation): localize the validation messages (#2492)

- form base: validationMessage builds the message of the failing
  validator on read, so it follows the own, inherited or global
  locale, newly registered strings and the display format without a
  new validation. A custom message still takes precedence
- validators: a message gets localize(key, ...values). A key that the
  locale does not have, or an empty string, uses the English string.
  Numbers use the decimal separator of the locale, with no grouping
- i18n: getHostLocale resolves the own locale or the nearest ancestor
  locale. An invalid tag resolves to the global locale. The connected
  set is a module variable, so plain controls do not bundle the locale
  controller
- date time input, date pickers: dates show in the display format of
  the control. The range picker joins its two dates with the localized
  separator. Before, dates used Date.toString() and the range showed
  "[object Object]"
- tests: messages per locale, locale changes, ancestor and invalid
  locales, late registrations, date and number values
