fix(deps): pin k8s.io/kube-openapi back to the v0.37 line (#531)

## What
Pins `k8s.io/kube-openapi` back to `be32def86098`, reverting the
dependency bump from #510.

## Why
The new digest tracks k8s master and pulls in
`structured-merge-diff/v7`, but `apimachinery` v0.37.1 still needs v6 ->
`main` doesnt compile, so every PR fails lint/test right now (e.g.
#530).

Moving forward needs the k8s v0.38 bump, thats where apimachinery
switches to v7.

## Testing
`go.mod` / `go.sum` are identical to 65ff6fc again. `make test` all
suites green, `make lint` 0 issues.
