* Let the installer take vX.Y and versions without a leading v

#2275 sent every version that was not a bare major to the releases/tags
endpoint, so v1.46, which used to prefix-match the newest 1.46.x, now
asks for a tag named v1.46 and fails. A major.minor now takes the same
paged lookup as a bare major, under its own prefix: the newest stable
release with checksums uploaded, else the newest such pre-release.

That lookup also returned the first page's pre-release before reading the
next page, so a stable release behind a page of rcs and nightlies lost to
them. It now keeps the pre-release as a fallback and reads on for a stable.

scripts/test-godownloader.sh runs the installer under sh, bash and dash
against a stubbed GitHub API, and CI runs it as make test-installer.

* Resolve vX and vX.Y from the tag list, highest version first

The paged scan of the release list was the wrong source. Release order is
creation order, not version order (v1.3.1 sits above v1.5.x); 3 pages
already cannot reach v0.6; a rate limit or an error page on a later page
was read as the end of the list and settled for a pre-release.

A prefix now takes one call to git/matching-refs/tags/<prefix>, which
lists every tag under it in one answer, sorted here by version: stable
tags first, pre-releases only when there is no stable tag. The pick is
confirmed with releases/tags/<tag>; a tag with no release, or one still
uploading its checksums, steps down to the next in its tier, at most 5,
and never to a pre-release. Any API answer other than 200 or 404 fails.

Versions sort with awk and plain sort, since busybox has no sort -V, and
API bodies go through printf, since dash's echo expands backslashes.
