README: install on Linux without sudo (#2408)

* README: install on Linux without sudo

install.astronomer.io now installs into ~/.local/bin (or $XDG_BIN_HOME)
when run without root, and into /usr/local/bin under sudo as before.
Lead the Linux instructions with the rootless command, give sudo as the
system-wide option, document ASTRO_INSTALL_DIR and the sudo caveat, and
replace the mkdir tip now that the installer explains an unwritable
directory itself.
