Recommend installing the CLI without sudo, into ~/.local/bin (#2404)

* Recommend installing without sudo, into ~/.local/bin

install.astronomer.io now installs into ~/.local/bin without root, so the
docs lead with `curl -sSL install.astronomer.io | bash -s -- v2`. sudo is
the option for a system-wide /usr/local/bin install, and ASTRO_INSTALL_DIR
replaces piping godownloader.sh with -b for any other directory.

* Keep sudo as the upgrade path for replacing 1.x

A 1.x astro in /usr/local/bin usually comes first on PATH, so a v2 install
without sudo into ~/.local/bin would leave astro running 1.x. The upgrade
guide recommends sudo for replacing 1.x, and keeps the non-sudo
ASTRO_INSTALL_DIR install for running v2 beside it. README and install.md
still lead with the plain `| bash` for new installs.
