fix: Run init in place in a project without git

Before: datapages init treats a directory outside a git repository as
a new project, also inside a Go module that has a datapages.yaml.
datapages init -n, which gen recommends to update the agent
instructions, fails there with "--name is required", and an
interactive run creates a new project inside the existing one.

After: init runs in the directory of the go.mod of such a module, as
it does inside a git repository, and creates no repository.
