chore: update Go to 1.27.3 (#209)

Raise the Go requirement in go.mod and update the Docker builder image
from Go 1.27.2 to 1.27.3. CI reads its Go version from go.mod, so this
also selects the patched toolchain for workflow builds and checks.

Go 1.27.3 fixes the crypto/x509 certificate trust vulnerability that
caused govulncheck to fail with Go 1.27.2. Keeping the module and Docker
builder aligned ensures both use the patched standard library.
