fix(signals): name the owner path in the dev REACTIVITY_HALTED message (#4178) (#4200)

An uncaught error halts the whole app, but the halt message only said that
it happened. In dev it now ends with the owner path (and source line) of the
computation the error escaped from, reusing the diagnostics' `in <App> › …`
lines; the "Update ignored" notice repeats it and the structured event
carries it as ownerPath. A computed that throws into the effect reading it
is located at the computed (the StatusError's source).

Dev call sites use haltReactivityAt(cause, node); production keeps the
one-argument haltReactivity, so production bundles are unchanged.
