chore(sidechain): use the published tari_sidechain 7.0.0 and tari_jellyfish crates (#8153)

## Description
- Removes `base_layer/sidechain` and `infrastructure/jellyfish` from the
workspace and depends on `tari_sidechain = "7.0.0"` from crates.io
(which pulls `tari_jellyfish` 6.2.1). Both crates now live in the Ootle
repo.
- `BurnOutputProof`, `MmrInclusionProof` and `OutputHashPreimage` are
removed from `tari_common_types::burn_proof` and imported from
`tari_sidechain` (core, transaction components, wallet, gRPC
conversions, console wallet). `PartialBurnClaimProof` stays in
`tari_common_types`.
- `tari_common_types` adds `From` conversions between its `FixedHash`
and `tari_sidechain::FixedHash`.
- Drops both crates from `scripts/publish_crates.sh` and the now-stale
jellyfish exemptions from `scripts/decoder_parity_check.py`.

## Motivation and Context
Ootle owns `tari_sidechain` and `tari_jellyfish`; Minotari consumes the
published crates instead of a duplicated in-tree copy.

## Breaking Changes
- `tari_common_types::burn_proof::{BurnOutputProof, MmrInclusionProof,
OutputHashPreimage}` are removed; use `tari_sidechain::*`.
- No wire or storage change: the field order and serde helpers are
identical, so JSON, gRPC and bincode-stored wallet burn proofs are
unchanged.

## Notes
`tari_sidechain` 7.0.0 requires `tari_hashing ^6.2.0`, which the in-tree
`6.2.0-pre.2` does not satisfy, so a registry `tari_hashing` 6.2.0
builds alongside it until the workspace version is bumped (`cargo deny`
only warns on duplicates).

## How Has This Been Tested?

- `cargo lints clippy --all-targets --all-features`
- `cargo +nightly-2026-06-01 fmt --all`
- Unit tests for `tari_common_types`, `tari_transaction_components`,
`minotari_app_grpc`, wallet burn tests and the core burn output proof
integration test
