docs: simplify the README and drop the wrapper sections

The downstream wrapper scripts that called this CLI are no longer in
use. The README drops their table, their testing recipe, and the other
wrapper mentions, and CONTRIBUTING.md drops the same recipe.

The README keeps the introduction, installation and quick start, the
project trust model, versioning, and deprecations. Reference material
moves to the document that owns it:

- JSON output and CPU limits go to CLI_REFERENCE.md.
- Base image selection goes to a new "Base images" section in
  CONFIGURATION.md.
- The source layout and the smoke-fixture commands go to
  CONTRIBUTING.md, which already covers building from source.
