ci: keep Dependabot out of the Module template

The SDK 5 Module template's pyproject.toml holds Jinja conditionals, so
it is not valid TOML. Dependabot's pip scan stops at that file, which
also stops the dependency graph from refreshing. Exclude the packaged
templates from the pip ecosystem's manifest search.
