Start auth server TLS listener in vMCP (#6891)

vMCP created the embedded auth server but never started its TLS
listener, so SPIFFE X.509 client authentication could not work there.
Start the listener on the same host as the MCP listener, and reject a
vMCP or diagnostics port that collides with it.
