fix(install): link SDK 5 Module build trees with install --dev

install --dev looked only for the holoscan_<slug>_dev.py helper and .pth
pair that SDK 4 Module builds staged. The SDK 5 template never stages
them, so install --dev failed for every SDK 5 Module.

A Module created with --language cpp python writes its package and its
holoscan.modules metadata to <build>/python/lib, and the SDK resolves
holoscan.<slug> through that metadata. install --dev now finds these
build trees by their holoscan.modules entry points and installs a
holoscan-<slug>-dev.pth that puts python/lib on sys.path. SDK 4 hooks
and --uninstall work as before.
