[dependency] Upgrade to Go 1.27.3 and bump x/net, x/crypto for vulnerabilities (#218)

#### Type of change

#### Description

- Bump the `go` directive to 1.27.3 (fixes GO-2026-6809 in
`crypto/x509`).
- Bump `golang.org/x/net` v0.58.0 → v0.60.0. This requires
`golang.org/x/crypto` v0.57.0, not the v0.56.0 suggested in the issue.
`go mod tidy` also bumps `x/mod`, `x/sys`, `x/term`, `x/text`.
- Bump the pinned dev tools in `scripts/install-dev-dependencies.sh`:
mockery v3.7.4 → v3.8.1 and golangci-lint v2.13.1 → v2.15.0. The old
versions bundle `x/tools` that cannot read Go 1.27.3 export data
(`export data version 5 is greater than maximum supported version 4`),
so `make mocks` and `make lint` failed in CI. The `core/policy/mocks`
changes are its regenerated output; v3.8.1 adds `t.Helper()` calls to
the constructors.
- After the bump, `govulncheck@v1.9.0 ./...` reports 0 called
vulnerabilities. The only remaining finding is GO-2026-5932
(`x/crypto/openpgp`), which has no fix and is not imported.
