fix: Await segment insertion instead of fire and forget

the `forEach` loop is fire and forget, so the function could return
before it finished. This caused flakiness in CI. Instead, we can use a
`for` loop and await each segment in turn. This should hopefully fix
that flakiness. This is the same pattern that `upsert` already uses.

Additionally, we _could_ probably do a bulk insert instead. Putting that
in a stacked PR.
