build: move to xunit 4, as Register did (#75)

xunit.v3 4.0.2 brings Microsoft.Testing.Platform 2, which no longer runs under dotnet test's VSTest mode on the .NET 10 SDK. global.json opts dotnet test into MTP, TestingPlatformDotnetTestSupport goes, and CI and the README call dotnet test --project. Link.Specs sets ParallelMode.None, since DisableTestParallelization is an error in 4.x.
