fix(test): add unit tests for _build_runtime_patch (#384)

* chore(trainer): add unit tests for _build_runtime_patch

_build_runtime_patch builds the runtime patch sent with every training job,
but most of its branches were never hit by tests. Cover the empty case, pod
fields and env/volume mounts landing on the node container, initializers
getting volumes only when has_initializers is set, and labels/annotations
being added as separate options.

* chore(trainer): cover affinity and image_pull_secrets in runtime patch test

Review feedback on #384: _build_runtime_patch also sets affinity and
image_pull_secrets on the node pod spec, but the test did not check them, so a
regression in either would go unnoticed.
