conformance: move the suite to the repository root (#172)

The suite moves from x/h3go/conformance to conformance, since the port
it checks is about to become the root package and the x tree goes with
it. Nothing in the files changes: the runner reads testdata relative to
its own directory, the scripts resolve the repository root three levels
up instead of five, and the manifest's generator name follows the new
path, which is the only line of testdata that differs. The suite still
imports x/h3go until the port moves.
