paritytest: remove the cgo parity tests (#171)

The parity tests compared x/h3go against the cgo binding function by
function. The conformance suite now holds the port to the reference
offline, with files generated by the C library, and the binding itself is
about to go, so a test package that needs cgo in its import graph has
nothing left to compare against. Nothing outside the package imported it;
one benchmark comment in x/h3go referred to a paritytest fixture.
