fix: accept last_event_id beside 0.x subscribe parameters in compatibility mode (#1456)

1.1.3 rejects subscribe requests mixing topic with last_event_id with a
400 in compatibility mode. 1.0 to 1.1.2 honored this combination, and
browser clients in the wild send it. Only match and match_* now count as
mixing with 0.x parameters; last_event_id keeps its precedence and is
logged as deprecated.
