ci: run the checks on every pull request, not only the ones based on main

A stacked pull request is based on the branch below it, so the branches filter
on the pull_request trigger meant it got no checks at all — the review that
most needs them, since the diff is the only thing separating it from a PR that
would run them.

The push trigger keeps its main filter: without it every branch push would run
the whole suite a second time next to the pull request run.

merge_group keeps its filter too. A merge queue only exists for main.
