compliance_checks: add a read-only API

Three GET endpoints, paginated and ordered by id:

- /api/compliance_checks/compliance_checks/ lists the compliance checks.
  The model and name filters are available.
- /api/compliance_checks/compliance_checks/<id>/ gets one compliance check.
- /api/compliance_checks/machine_statuses/ lists the status of each
  machine for each check. The serial_number and compliance_check_id
  filters are available.

Each compliance check has status_counts: the number of stored machine
statuses for each status of the current version of the check. The five
statuses are always present. It also has outdated_count: the number of
stored statuses from a previous version of the check. The statuses of
the archived machines are counted.

One query gets the counts for all the checks of the page. This query
reads all the stored statuses of these checks.

The machine statuses give the status and the previous status by name,
and the version of the check that gave the status.
