Increase restart delay exponentially up to 3 seconds

Without a start rate limit the service is restarted every second for as
long as the broker is missing, which floods the journal and wastes CPU
if mosquitto does not come up at all. RestartSteps=3 with
RestartMaxDelaySec=3 makes the delays 1, 1.4, 2.1 and then 3 seconds.

systemd (257 on trixie) resets the restart counter only on a manual
start or reset-failed, not after the service has been running for a
while, so after the first few restarts a later crash is also restarted
after 3 seconds instead of 1. A 3 second cap keeps that acceptable.
