Pull #1283

Start service after mosquitto

All other WB MQTT services (wb-rules, wb-mqtt-db, wb-mqtt-confed,
wb-mqtt-gpio, wb-mqtt-logs, wb-mqtt-mbgate, wb-mqtt-dali) are ordered
after mosquitto.service. Without the ordering wb-mqtt-serial is started
in parallel with the broker at boot and fails at least once before
mosquitto opens its socket. With it systemd starts the driver only after
mosquitto has notified readiness, and on shutdown stops the driver
before the broker.

Only After= is added, not Wants=: mosquitto is enabled by default, and
Wants= would start a broker the user has disabled to work with a remote
one.
