HDXPIPE-180: Switch to EVE 2.0 public API with new dataset and p-codes

- Read ADM0/ADM1/ADM2 EVE 2.0 tables from public ArcGIS FeatureServers with
  object-id keyset pagination, error-body retry and row count validation
- Drop arcgis, krb5 and dotenv dependencies and DIEM credentials
- New dataset fao-eve-flood-exposure: global CSV per admin level plus
  per-country ADM2 CSVs
- Add admin1_pcode/admin2_pcode by matching GAUL names to COD p-codes, with
  per-country exclusions and name mappings
- Dekadal schedule: days 1, 2, 11, 12, 21, 22 at 13:00 UTC
- Tests replay real ArcGIS responses and the global p-codes CSV
- Decision records 0001-0003
