HDXPIPE-180: Migrate to uv (#10)

* Migrate to uv and align tooling with hdx-scraper-copier

- uv + hatchling/hatch-vcs; pytest, ruff and coverage config consolidated in pyproject.toml
- Remove requirements*.txt, hatch.toml, pytest.ini, ruff.toml, .coveragerc
- Python 3.13; Dockerfile, pre-commit, .gitignore, workflows from template
- Keep libkrb5-dev install in CI (krb5 has no Linux wheels)
- Add CLAUDE.md and docs/decisions/

* Add trailing newline to .dockerignore
